Koo, 22, joined Wolfsburg from Japanese side Jeju United last January and made 10 Bundesliga appearances. He played 12 more games for Wolfsburg this season.
"We're delighted the transfer of Koo Ja-Cheol went through," said Augsburg executive director Andreas Rettig.
Koo made his debut for South Korea in 2008, and has nine goals in 25 games for his country.
"I'm happy that the transfer to Augsburg went through and I'll give everything to make sure the side stay in the Bundesliga," Koo said.
Augsburg is 17th in the 18-team Bundesliga, four points from safety.

Mayweather picked to beat De La Hoya
